How to Get Involved

Several input and engagement opportunities will be available to residents. The process includes online surveys, booths at public events, focus group interviews, and a community design workshop. Input will serve as a continuing guide for Town staff and the consultant team as they proceed with development of the master plan. Community surveys, information about future meetings, and project documents will continue to be added to this site as the process continues.

The Town of Clarksville is hosting an open house on July 1, 20201 from 3:30PM – 6:30PM at 748 E Lewis and Clark Parkway 47129 (next to Harbor Freight) for the public to review the Catapult Central Clarksville [3C] Master Plan recommendations. The plan aims to create a long-term vision for redeveloping the commercial corridor along Lewis and Clark Parkway and Broadway Street. The 3C Master Plan defines a strategic framework for future redevelopment centered around nine key big ideas. These big ideas include new neighborhoods, the stabilization and revitalization of the Lincoln Park Neighborhood, an employment district, a mixed use district, a signature park, the Discovery Trail Promenade, a hospitality district, an amenity infrastructure network, and a complete streets network. Two presentations will be held at 4:00PM and 5:30PM to explain the big ideas. 

The open house is informal. Various stations will be set up for attendees to look over and provide input on, and Town Staff and consultants will be available to talk with at the open house.

Dear Residents of Clarksville,

On Thursday, March 12th, Indiana Governor Eric Holcomb announced that the state was taking new steps to help prevent the spread of the COVID-19 virus. One recommended prevention measure was to limit non-essential gatherings.

There is no higher priority to us than the safety of our community’s citizens, employees, and visitors. In an effort to do our part in protecting our residents, the Town of Clarksville has made the decision to cancel the March 16th Public Information Session for the 3C Master Plan. A new date for the public meeting has not been set.

The public is encouraged to continue to reference the project website at for updates.

Public Open House 1

The Town of Clarksville will hold its second public meeting as part of the Catapult Central Clarksville [3C] Master Plan on Monday, March 16, 2020 from 5:00 pm to 7:30 pm. The meeting will be organized as an open house, allowing participants to come and go as they please. A brief presentation will begin at 5:30 pm and again at 6:30 pm. The meeting will provide opportunities for input on preliminary plan concepts as well as discussion with Town staff and the consultant team.

The Town hosted a week-long visioning and outreach workshop in January for stakeholders and the community to identify area assets, issues, and opportunities and provide input into the vision that will guide plan recommendations. Online feedback was gathered through early February. Based on this input, the consultant team developed two master plan concepts to present to the community for feedback.

We invite all interested citizens to attend the public open house and take part in discussions and decisions that will help shape the future of Clarksville. Participants will be able to provide feedback on the two preliminary plan concepts and other ideas developed during the workshop. The open house format is informal; you are invited to review materials and participate in exercises at your leisure. Refreshments will be provided.
